Tires Tumble out of Trailer in Texas

Info from Licensor: We were traveling on the beltway in Houston, and noticed tires rolling in the freeway. Finally, we noticed a trailer with its door open and tires pushing out. As he drove, the tires were just coming out, rolling down the freeway. The driver was texting and we finally got his attention and he pulled over.
