Mystery Flapping in Ceiling

Info from Licensor: "Just fixing problems in a building and noticed a flapping noise. I looked and saw two holes and a loud constant flapping noise. I got a ladder and was wary because I had no idea what it was! Thankfully, it was just a piece of duct tape that over time had beaten a hole in the tile! Wow!"
