Insurance Fraud Attempt?

Info from Licensor: "Traffic had been slowly crawling for some time, and as the video begins it was just beginning to flow and allow people to travel at a normal pace. I observed a silver sedan moving aggressively across the lanes that I had not previously seen, which proceeded to cut in front of the black Acura that is in front of me. The Acura began slowing which I initially assumed was due to traffic backing up ahead again. I was surprised then to see the Acura hastily move to the center lane with what appeared to be a free-flowing travel lane ahead. I accelerated to the speed limit, when the offending silver sedan slammed on his brakes in an attempt to make me rear-end him. Luckily my vehicle is equipped to stop well on short notice, and I narrowly avoided a collision with this would-be fraudster. There is no doubt in my mind that he wanted to claim an insurance payout by claiming I slammed into him for no reason. As I did not want to hold up traffic or risk being rear-ended myself, I once again accelerated. The silver car once again slams the brakes as I approach, but I had seen a hole open in traffic and took the opportunity to put as much distance between us as possible."
