Info from Licensor: "There are two seasons in Minnesota - winter and road construction. In the summer of 2017, there was a ton of construction on the 94, and for weeks the on-ramp had been blocked off for no apparent reason (there was nothing wrong with the ramp). It was baffling and frustrating. I was waiting to turn and saw this guy inch his way around the pointless barriers to get onto the freeway."
