Overflowing Storm Drains

Info from Licensor: "We received 5 inches of rain in 1 1/2 hours and the streets were flooded. I had to cut through a parking garage to get to my street. As I was cutting through the garage, I heard a very loud racket like somebody banging a piece of metal with a hammer. I pulled my car over and looked around and saw streams of mist coming up over the wall of the garage. When I looked over, I saw the sewer lid being pushed around by the water underneath it. The storm drains were overflowing!"
