Is the Dog on Top of the Truck a Statue or Real?

Info from Licensor: My husband and I went to breakfast, and we saw the dog sitting on top of the truck. I thought it was a statue until it moved. We were in Lexington, Ky, the Palomar area, on our way to Wild Eggs.
