Woman Caught Dumping Dog on Roadside

Info from Licensor: "Before the video starts the dog had run out into the road and I had to Swerve to miss it. At that time the woman trying to dump the dog sped past me and tried to get away without the dog. I was able to chase her down and make her turn around to go back for the dog. That's when the video starts. I told her that I would show her where the animal shelter was and she said that she would follow me. After we got about 10 minutes down the road I got stuck at a red light and she was able to make a U-turn and get away. This is when I posted the video and someone who saw it witnessed her dumping the dog close to her house. The dog is now in the care of Chip and snip and is being cared for buy a 24-hour emergency veterinary clinic."
