Stubborn Driver Holds Up Traffic

Info from Licensor: "These guys decided that no one would be getting past them after they mistakingly thought the lanes were closed. I think they missed the previous two gantries that had changed from 'move left' to '40mph.' Mistakes happen, so I tried to explain this to the guy in the car in front, but he ignored me and another 3 drivers who were all fed up with being needlessly held up. The chap to the left and his hysterical wife were screeching that they had checked on the internet and the road was closed. Again, I tried to explain that the gantries had changed/updated, but I assume they didn't believe me. I even said that I'd have to phone the police if they didn't move as I was concerned that someone was going to plow into the back of the queue of traffic which stretched back as far as the eye could see. They only let us past when they saw the final gantry saying 40mph. I think they actively blocked the road for about 15 minutes."
