Owner Unable to Control Upset Animal

Info from Licensor: "This runner was just running along and got bit by a large pit bull dog, this is the entire video of that encounter. The runner did, in fact, walk away with a couple of minor injuries, he didn't press any charges against the owner but the owner was clearly not able to control her dog, the dog not only bit the runner but also went after other people that were on the street.
