Info from Licensor: "I was going southbound on I-35, crossing the bridge over the Canadian River on my way to work when traffic suddenly comes to a halt and semi in front of me turned on flashers. I was speeding in the left lane and noticed the far right lane didn't appear as backed up. I crossed the lanes of traffic to get in the far right lane and ended up right behind cop car who was zig-zagging behind a man. The man was walking down the middle of the highway in nothing but underwear and a t-shirt. The man kept stopping and grabbing at his chest, but then turned around and continued walking away from the patrol car. I decided to pull out my cell phone to record. Another officer arrived on the scene and pulled up right beside me and hoped out with a bean bag rifle. It appeared that he fired a round at the man as you can see something fall to the ground before the man took his shirt off and the officer reached into his belt as if to reload. They held the man at bay until another Norman Police officer arrived and began to handcuff the man. That's when I ended the video. From what I have been able to gather from other comments on the video of people who interacted with the guy and called the police, it appears the man was on drugs and was acting erratically on the highway. The officers called for an ambulance to check the guy out, and that's all I know."
