Info from Licensor: On a nice day March 8th, 2022 in the early afternoon I walked out to my backyard. I live in Stevenson Creek in Clearwater Florida which is a tributary and navigable waterway to the Gulf of Mexico. I observed the man and his associate in the boat with the water pump. He rigged the pump so the discharge would push it. He had an oar strapped to it to control its direction. He stated he had another boat that was sunk and he was being fined daily and the pump was to help upright it. He started the pump, and the discharge line broke off. The boat began filling with water. He shut off the pump and proceeded to a shallow spot to repair it. I kept filming for a bit and then exited the scene.
