Car Rear Ended After Stopping for School Bus

Info from Licensor: "On August 15th, 2018, my father was on his way home from work. At approximately 5:01 PM while traveling at 55 MPH on a highway, my father encountered a school bus in the other lane of traffic that was stopped and had its stop sign extended with lights flashing. My father pulled his vehicle to a stop in order to observe traffic safety of potential children crossing the road behind the bus. A few seconds later, he was rear-ended by a driver in a Ford F250 going 55 MPH. The truck driver never applied the brakes, indicating distraction. My father's Kia Spectra was totaled in the crash, and he was taken by ambulance to the hospital. He suffered from severe whiplash, double vision, and has since been suffering from chronic back pain."
