Semi Truck Slams Stopping Vehicle

Info from Licensor: "While traveling north on I 95, I saw the police had the right two lanes shut down. As I came upon it, I switched to the left outer lane to avoid traffic. While doing so, I saw the police vehicle shut down the 2 lanes from the left and then pulled into the left lane without warning. I was braking and started to head onto the shoulder to avoid a collision, when the Lincoln in front of me did the same. Once the brakes were locked up, I was along for the ride."
