Waterfall in Downtown Elgin

Info from Licensor: "This video was recorded during a severe thunderstorm in downtown Elgin, from the 2nd floor of a building across the street. I only noticed it from the corner of my eye and immediately my daughter started recording it with my phone. The “waterfall” only lasted for a few minutes before the storms let up enough that it stopped. I’ve never seen that before where water overflows from a building like that."
