Info from Licensor: "At Strands Beach on September 7, 2022. I saw the boat out a little past where the waves were breaking. I was talking on the phone when I heard a lifeguard truck going past me and the lifeguard was yelling something over the loudspeaker as he went past. I looked in the direction the lifeguard was heading and saw this guy still fishing on his boat right where the waves were starting to break."
