Info from Licensor: "Saw this car when I pulled up to a thrift store. He had a flat tire. He was collecting donations for a new tire. He offered to give me clothes for my grands. I thanked him, politely declined and wished him good luck. Was told by the thrift store that he was dropping items out as he drove. Said 2 cop cars passed by without stopping."
