Info from Licensor: "The video was taken at 3:54 pm along the highway of Cordon, Isabela. We are on our way home and it is coincidence that my partner is taking a picture when we saw this person driving a motorcycle until we discovered that he could have been inebriated. Then my partner took a video of him and we uploaded it on Facebook to warn other drivers."
