Info from Licensor: "It randomly started snowing in October. It never snows that early in Rhode Island. The local sanitation workers were in the neighborhood picking up trash and they just so happened to be dressed up as Disney's frozen characters while it was snowing. The best part is when the driver dressed as Olaf randomly makes an appearance at the end causing me to laugh hysterically."
