Info from Licensor: Captain Rick, witnessed a boat doing circles out in the middle of the banana river, FL. Upon getting closer I noticed there was no driver, spoke to a FWC officer who informed me that the driver fell off his boat and was rescued, the boat struck a dock after circling for 30 mins, the fwc used a prop fouler to stop the boat.
