Info from Licensor: "We were getting a hurricane, and I decided to go for a walk down my street and video the wind and the extreme rain. Because we didn't actually end up getting tons of flooding, I had turned around, and on my way back home I saw a man sitting in a wheelchair with no umbrella. It was literally pouring buckets. I thought it was strange, so I asked him if he was OK. I was recording from previously so that is how I caught the interaction."
