Traffic Cone Perched on Top of Saguaro Cactus in Desert

Info from Licensor: Flying through the desert in Arizona in 2019 I came across a cactus with a cone on it. This is on an Indian reservation so the chances of someone putting it there isn’t likely. I went back the following day and the cone was gone.
