Info from Licensor: "As I was standing on the sidewalk, out of the corner of my eye I saw a car bobbing down the river. I couldn’t get to my camera in time as I was on the phone with someone, but I quickly hung up and ran over to the bridge that I saw it hit and barely had enough time to get my phone on it as it got dragged under the bridge."
