Info from Licensor: "I was walking my dog back to my apartment on the 3rd floor. I saw this deep blue light in the sky which looked out of place. I frequently see planes flying by as we have an airport nearby, but this object moved up and down and wriggled like a worm. Wind had no effect on it and planes just flew horizontally below it. It wriggled and moved for about 30 mins and dropped down put of sight, it may have landed but I don't know."
