Info from Licensor: "I caught this Houston train crossing guard that was malfunctioning, causing absolute chaos for drivers. This was at the intersection of Highway 3 and Pineloch near Clear Lake City! Supposedly train company employees were on the way to fix it, but it was hilarious in the interim."
