Info from Licensor: "Driving home from work, I approached this vehicle with the worker inside the vehicle who was flagging for a company. I stop and he flips the sign to slow with oncoming traffic and flips it back around fast. When he signaled me to go through, it looked to me like he was on his phone. The video is funny, and I didn't expect it to get many views, but it did overnight. The end result is I made it through the work zone safely, thank goodness!"
