Car Rolls Back In Standstill Traffic

Info from Licensor: "Stop-and-go traffic on exit 32A of I-610 East to I-45 South. Man's car rolls back into car with dashcam, Then starts attempting to blame the driver for hitting him. Driver immediately informs the man that he has a dashcam, and the man attempts to end the confrontation. Both parties left the scene without alerting authorities; however, the man who rolled his car back was reported to the NICB."
