Info from Licensor: "A small dog was stranded on a chunk of ice and garbage floating on the Milwaukee River. Rescuers including the police and coast guard made efforts to rescue stranded pup with tethered ropes and a raft. The dog tried to get away from rescuers and jumped into the icy cold water. Eventually, a rescuer retrieved the pup and police fashioned a pulley to lift the dog up to safety in a bag. The dog was taken to Animal Control and the owners picked him up that evening."
