Info from Licensor: "I was taking a walk along the Riverwalk and happened to see the little doggy stuck on the ice in the middle of the Milwaukee River. The Milwaukee police and US Coast Guard were there to rescue the doggy. The Coast Guard had to swim through all the garbage and debris in the river to get to the doggy. Just as he got close, the doggy took off and eventually went through the ice and fell into the water. The rescuer almost had the doggy, but then a sheet of ice moved over the doggy and trapped him under the water. At the last second, the rescuer punched through the ice and pulled the doggy to safety."
