Info from Licensor: " At about 3:30am on August 2nd, it was getting ready to storm. I looked at the St Louis Arch and saw a strobe light flashing above it. Now, what caught me off guard was that it was stationary, while winds were blowing and yet it still was not moving. Thirty seconds after I stopped videoing, it flashed bright and disappeared suddenly like it appeared." - Chase A Rhoads
