Delivery Driver Takes Pizza Guy's Tip and Denies It

Info: For no-contact deliveries, I'll add a note to grab the tip left partially under our welcome mat, had a delivery coming up so left a $20 out for the pizza guy.
He clearly knew the tip wasn't for him as it seemingly took time to work up the courage/having moved the boxes to conceal his actions, but giving people the benefit of the doubt that it could've been a misunderstanding, it only really became stealing when I told them the tip wasn't theirs/they denied taking it.
He probably denied taking it a dozen times in the ~2min we spoke. I showed him the video and he acted like he couldn't see what happened, so I zoomed in and he said something like "I don't know what that is but I didn't take it" like dude, come on, you're going to be such a miserable liar and risk your job in the same breath, over $20?!
